Twenty-eight foundations in four domains describe the competencies that infants and toddlers typically attain in the first three years of life. The descriptions of competencies are accompanied by examples of typical behaviors, and behaviors leading up to attainment of those competencies, at each age level in each of the four domains. This publication is a counterpart to the California Preschool Learning Foundations and is a companion to the Infant/Toddler Learning & Development Program Guidelines.
Foundations DVD Set
This three-disc set is a companion to the California Infant/Toddler Learning & Development Foundations. The DVDs depict children's behavior for each of the three ages described in the foundations. There is an introductory overview of the foundations, a segment on "The Early Months," and extended segments provided with and without narrations. The set is designed to support training on the foundations.

The Infant/Toddler Learning & Development Program Guidelines provides guidance to child care and development programs that serve children from birth to three years of age. It defines the components of high-quality care that foster optimal development for all infants and toddlers. It takes a family-oriented approach based on current research regarding early care and education. The publication complements the Prekindergarten Learning & Development Guidelines. Together, these documents offer a coherent framework for extending the benefits of high-quality care and education to all young children.
